Upon opening Win ME, I get approximately 19 running behind
programs. Free resources average 37%

In which case I would suggest you reduce the number of application that you
have being loaded each time you boot your PC. You should be able to do this
from the configuration / setup / preferences page for each application you
don't want to have loaded.
