I have icons filed in a subfolder and when I click on any
one of them I am asked what program I want to use to open
it. Can someone tell me what program I should use?

Normally, you wouldn't use any application to open an icon file.
If you have not installed an icon editor, then you would not have or
need an application to open them. Why are you trying to "open" an icon
file?

I have downloaded icons so that I may change the
appearance of some of my folders. Pc keeps asking what I
want to open them with. Can this be corrected? I'm pretty
new at this so much goes over my head if not explained as
if to a two year old!

There is nothing to correct. They do not need to be opened.
Your PC will not ask you if you refrain from trying to open then.

For instance...one icon file is shown as "2.ico" how can I
SEE what it is? When I click on it it ask what to open it
with.

You can see what it is by looking at it.
Set your view in Explorer to Large Icons.
Don't click on it.

Don't give up yet as there seems to be something I am missing.
Don't you see an icon's picture or representation in an Explorer or My
Computer windows? If not, what does the icon look like?

An icon file is simply a graphical represenation on the
screen. I presume you have downloaded the icons so you
can make some of your 'shortcuts' look different.

1) Place the icon files in a central location (ie: my
documents\icons)
2) Right click one of the shortcuts you want to change
and select properties.
3) You will find a button in there that says Change
Icon.
4) Browse to the icon folder you made and selct the pic
you want.

** Some Operating Systems will let you choose custom
system icons when you open the Desktop Properties and poke
around in there.
