will not start windows

Problem: computer boots in safe mode, but nothing is
there except the words "safe mode" in the 4 corners and
the screen is gray. no task bar or desktop.

anyone see this? or know how to fix it?

Try this....
Boot to DOS using a Win ME startup disk
at the A:\> prompt, type
SCANREG /FIX
and hit the [Enter] key - after a while, you'll get back to the A:\> prompt
again, and you should then remove the floppy, and reboot to Windows.

With a little luck, your problem will be solved - if not, then post back,
and we'll work on it (Make a note of ALL error messages along the way!)
