My computer has EMM386 included in the software, but it is
not operative. After reading several non-helpful books I
learn that this is an installation option, but no "How To
Install It" data is included.
How do I activate the Expanded Memory Manager in Windows
ME?

You don't - it is invoked at startup by default and is part of the IO.SYS
file.
