Firstly you should normally be able to replace a missing DLL without
reinstalling the operating system. However ....

Cross-linked files. Run scandisk, either from within Win Me if you can launch
Win Me or, if not, from the command prompt after booting to DOS using a floppy
and repair the damage which will in most cases necessitate deleting the two or
more files involved. Cross-linking is where two or more files are seemingly
using the same cluster on the hard disk.
