Closing down the computer

Hi out there, I am using my daughter's computer and it has
windows 2000 installed. I can't close the computer down.
Every time I click on start, shut down and then on the OK
the screen dims a bit and then comes back up. There is
nothing on the computer except an internet connection so I
am not worried about losing data.
Can anyone help me please. I only have a day to fix this
problem.
