fast boot BIOS option - doesn't perform all the POST tests.

fast boot Windows option - never heard of it.

Unless troubleshooting, use it: it just skips useless time wasters like
triple read-write Ram tests and halt on all errors. If you have start-up
problems, re-enable it temporarily to see what it says, but it generally
tells you little and wastes boot time to use the full process. If the BIOS
has an optimized default setting, try that too. If it screws up just revert
to safe defaults.
