How do you upgrade windows me so that you can install
front page 2003? Is there a download that will do?

No.
If you read the system reguirements it can only be installed on Win2000
SP3 or later or XP.

FrontPage 2003 like all other components of Microsoft Office 2003 can only be
installed on systems running either Windows 2000 SP3 or later or XP or later.
This means no part can be installed and used with the older Win 9x operating
systems such as Win Me.

Your options are either to use FrontPage 2000 or FrontPage 2002 (aka FrontPage
XP) or to upgrade your system to either Windows 2000 (best done as a clean
install) or XP.
