Some programs that did not install properly still have
remnants in the Temp folder. What would happen to the
running of Windows ME in general if I deleted all the
contents of this file? I seem to remember it was empty
when I first reinstalled the operating system.

First you should restart the system to ensure that any installation or
uninstallation in progress has completed, then you may empty the folder.
