I have accumulated a large amount of cookies and temporary
internet files over the years. Can I safely delete these
without impacting my system (I am running Windows ME)

Right-click the IE icon, select properties and push the appropriate button:
Delete Cookies, Delete Files, Clear History.

Yes. Move them out in batches to your Recycle Bin (or create a new folder
on your C drive and move them there).....if your computer doesn't bleep at
you in the next few days, delete them. If they are zero byte ones (or very
small)....delete them immediately.

For the temporary Internet Files, click on Tools in Internet Explorer, then
Options......click on Delete Files AND make sure you tick off the box that
says "delete offline content".......that gets rid of the thousands of 0 byte
ones.
