unable to create file folders (Win ME)

i cant seem to create file folders
all the buttons that relates in creating folders are
missing

Under the File menu in Windows Explorer.......you do not have and entry in
the popup menu of "New"???? If you right click in the right hand pane of
Windows Explorer, does the popup menu not have "New"?????
Heirloom, old and seems rather odd
