I have discovered tens of thousands of files containing
the ~ symbol that appear to be nothing more than temporary
Internet files of duplicates of existing files. Can I
simply do a "Find Files or Folders" and delete these files?

The usual way to clear your cache.
IE-Tools-Internet Options-Delete Files (in the TIF section)

There are no real duplicates in TIF, despite what you see.

Open your Temporary Internet File go to Edit
Select All then hit delete. They are not needed
and only hamper you system. Also after a fresh
reboot you can dump the Temp, Cookies, and
Applog they are not needed and will rebuild.
Scandisk and defrag work better when these are
kept cleaned out.

Made it to my PC and here are some steps that I
use to keep it clean and running smooth.

Right click My Computer, left Explore,
left on +C, left on +Windows, clean out
Applog, Cookies, Temp, and Temporary
Internet Files. Right click on Task bar,
left on Properties, Start Menu Programs
and clear.

Now go Start, Programs, Accessories,
System Tools, and Maintenance Wizard.
