I am trying to find a way in 98 to change the networking
resources, eg, to set my pc so that it gives more resources
to itself and less to the support of network or ICS. Any ideas?

User and graphic device interface resources cannot be allocated. The best
you can do is cut back on the programs being started at boot to increase the
amount initially available so you don't run out so fast and you can limit
dual tasking with known resource hogs.
