After you run fdisk, re-boot the computer, and at the prompt type:
FORMAT C: and press Enter
(Were you typing "reformat?)

Try here for a more detailed step-by-step approach. It also tells you how
to make another bootdisk. I wonder id the one you're using is bad. Try
here (excellent instructions) MS-MVP Ron Badours site:

Is EZ-BIOS a disk overlay/disk manager?, If so you may need a boot disk made
specifically for EZ BIOS, I seem to remember a Maxtor product by that
name.(if you don't have any documentation for it, try the Maxtor site).
If you don't HAVE to have it(Because of limitation of your PC's original
BIOS or OS), uninstall it. But regardless, you have to get to the A:\
prompt, and with a boot disk in the drive type: format c: /s.
HTH.
