runaway toolbar

Can anybody help me with my toolbar that has risen to the
top of the screen, and it is too high to lower?

If you mean the taskbar ( the one with the clock, and Start button), move you
pointer arrow to the top of the screen (if that's where it is) and the pointer
should turn into a double-headed arrow. Hold down the primary mouse button while
the pointer is a double-headed arrow, and drag the Taskbar out so that it has some
width, instead of being hidden.

When you can see it, put the pointer into a blank space on the taskbar, and drag it
to the bottom of the screen. You will not see it move till you near the bottom,
then the outline of it should "snap" to the screen bottom. If you have trouble, try
dragging it to the side of the screen first, then move it from there to the bottom.

Is it set to autohide? Always on top? Rebooting might correct it. Another thing you could do is
create a duplicate folder with a different name then delete the original folder. Or just drag a
folder to the top edge and see if that doesn't restore the faulty toolbar.
