Tried to run the system config utility thru the tools
panel and also tried to run "msconfig" from start-run
command, but it will not run . Any thoughts?
Thanks

What about double-clicking on the file itself?
C:\WINDOWS\SYSTEM\MSCONFIG.EXE

If that doesn't work, then extract a new copy from your Win98 CD with
SFC.
Start-Run-SFC and extract a single file.

While Alan is thinking, tell us what happens when you try to extract the file, and
how you are going about the procedure.

What happens when you try and extract it?
If you have the CD or installation on your hard drive, then it should
be easy.
Have you read the response from Glen.

That is a sign of an infection with a trojan or virus -
Task Manager, MSCONFIG, or REGEDIT disappears while opening:
http://www.mvps.org/sramesh2k/ToolsQuit.htm

The following viruses terminate REGEDIT.EXE and TASKMGR.EXE processes:

W32.HLLW.Kefy
http://securityresponse.symantec.com/avcenter/venc/data/w32.hllw.kefy.html
W32.HLLW.Cydog @ mm

Backdoor.IRC.Yoink.A
http://securityresponse.symantec.com/avcenter/venc/data/backdoor.irc.yoink.a.html
Backdoor.Volac.dr
http://securityresponse.symantec.com/avcenter/venc/data/backdoor.volac.dr.html
W32.Kwbot.R.Worm
http://www.symantec.com/avcenter/venc/data/w32.kwbot.r.worm.html

W32.spybot worm disables NAV, Msconfig, Regedit and Task Manager:
http://www.bitdefender.com/bd/site/virusinfo.php?menu_id=1&v_id=114
http://securityresponse.symantec.com/avcenter/venc/data/w32.spybot.worm.html
The same symptom is caused due to Klez, Yaha Viruses.

The following viruses deletes Regedit.exe, Regedt32.exe, Msconfig.exe, Taskmgr.exe

W32.Petch.B:
http://www.symantec.com/avcenter/venc/data/w32.petch.b.html
W32.HLLW.Maax.B @ mm

Online Virus Scanners and Security tests:
http://www.mvps.org/sramesh2k/Scanners.htm

Update your anti-virus app and then run a full-system virus scan.

Have you updated you resident anti-virus and run a full-system virus scan yet, or
have you just run the on-line scanners?

Use CWShredder, the CoolWeb removal tool, available here:
http://computercops.biz/downloads-cat-14.html
http://www.majorgeeks.com/downloads31.html
http://www.spywareinfo.com/downloads/tools/CWShredder.exe
http://aumha.org/downloads/cwshredder.zip

In addition, install Ad-Aware 6 free edition, start it, click its 'Check for
Updates' link in the app to install updates, then use it to scan your system, and
remove what it finds.
Ad-Aware:
http://www.lavasoftusa.com/support/download/

Install, update and run SpyBot Search & Destroy, scan your system, and then remove
the items in RED only.
SpyBot S&D:
http://www.safer-networking.org/index.php?page=download

Download, unzip, and run Hijack This from one of these locations:
http://computercops.biz/downloads-cat-14.html
http://www.majorgeeks.com/downloads31.html
http://www.spywareinfo.com/downloads/tools/HijackThis.exe
Unzip to a folder other than your Desktop or the Temp folder, doubleclick
HijackThis.exe, and hit "Scan".

When the scan is finished, the "Scan" button will change into a "Save Log"
button.
Press that, save the log somewhere you can find it (Desktop, My Documents, or
similar).
Most of what it lists will be harmless or even required, so do NOT fix anything yet.

Copy the log files and paste them into a new post at one of these forums:
http://forum.aumha.org/
http://forums.net-integration.net/
http://computercops.biz/forums.html
http://forums.spywareinfo.com/index.php?showforum=30
http://tomcoyote.org/forums/
http://www.lavasoftsupport.com
http://boards.cexx.org/

The folks there will tell you what to remove.

A tutorial for using Hijack This is located here:
http://tomcoyote.com/hjt/
