problem with windows 98

When trying to Defragment the disk the progress report
goes from 0% to 1% and back again to 0% and has been doing
that for the last 3 hours

Try using CTRl -ALT- DEL and cancel anything running except explorer and
systray. Then run scandisk and defrag after scan disk is finished
