Type SFC from the Run Dialogue.

or

Type MSINFO32 at the Run Dialogue then go to tools and click Repair
Internet Explorer (or words to that effect).

or

Uninstall/Reinstall IE (reinstalling is easier than uninstalling).

I have tried Andrew's suggestion of reinstalling Internet
Explorer, went back to 5.0 and all the settings are
accessable, reinstalled 6.0 and nothing worked again.
Wish someone could tell me what in the world is going on
here, very frustrating since I can't access my Outlook
mail with Internet Explorer 5.0, and can't access my
settings with 6.0!

Try reinstalling IE6 after FIRST closing all background apps...follow this
procedure:

Reboot.

Open the Temp folder and delete all Temp files:
-Click Start>Run, type %temp% and click OK.
-Press Ctrl+A to select all, then press Delete.

Delete the Temporary Internet Files:
Click Start> Settings> Control Panel> Internet Options> General tab.
Click the Delete Files button, then put a checkmark in the box to Delete all
offline content, and click OK, and OK.

Close all open windows and running apps.
Disable your anti-virus and screensaver.
Press Ctrl+Alt+Delete, and End Task on everything except Explorer and Systray.
Reinstall Internet Explorer.

What program did you install and uninstall?

Try running a repair on Internet Explorer:

Click Start>Run, type the following and click Enter, for IE5x:
RUNDLL32 SETUPWBV.DLL,IE5Maintenance

or this, if you have IE6x installed:
RUNDLL32 SETUPWBV.DLL,IE6Maintenance

Run the former first...if it says it can't find it, run the latter one, for IE6
instead.

Choose the Repair option, and follow the prompts.

Update your anti-virus app and then run a full-system virus scan.

Use CWShredder, the CoolWeb removal tool, available here:
http://computercops.biz/downloads-cat-14.html
http://www.majorgeeks.com/downloads31.html
http://aumha.org/downloads/cwshredder.zip

In addition, install Ad-Aware 6 free edition, start it, click its 'Check for
Updates' link in the app to install updates, then use it to scan your system, and
remove what it finds.
Ad-Aware:
http://www.lavasoftusa.com/support/download/

Install, update and run SpyBot Search & Destroy, scan your system, and then remove
the items in RED only.
