1) Do/Did you have it hooked up to a surge supressor?
2) Have you turned it off and rebooted?
3) Can get into BIOS?
4) Can you access a startup floppy?

If you didn't have a surge supressor, it might be fried. It may have a
circuit breaker/fuse, if so check to see if it has been fused.

Time for a trip to a repair professional, or at least to someone skilled at
hardware troubleshooting. This could be a damaged hard drive, fried
motherboard, bad power supply ... not the kind of thing you want to try to
fix yourself.

AND THE MOST IMPORTANT:
DO NOT TRY TO REINSTALL WINDOWS ON THE DISK!

Because, if you do that, you will lose all data stored
in the Hard Disk Drive (HDD)!

If you need to use your computer, consider using any
live linux-on-cd, such as Knoppix, WITHOUT ACESSING TO
THE HDD.
I was lucky a time: I've lost only the power supply.
Obviously that I have now a surge protector.
