Scan Disk and Defrag Not Working

Even after following instructions from Microsoft "disk
Deframenterr Hangs After Choosing Disk to Defragment", I
still am hung up. Neigher Scan Disk or Defrag completes
its task.

What to do??

Should run OK then. Frequent problem with Windows 98 I was
told.
