Windows 98 does not offer either tracking nor auditing features.

Win98 won't do this for you. An 3rd party shell add-on, Mike Lins RDocEx,
will add the programs you run as well as the documents you open to your
Recent Documents menu. This would allow you to see what has been recently
RUN, but not when it was run. Win98 stores the latest
15programs/documents run in this menu, which you access from
Start/Documents.

If the other user of your computer does NOT clear the recent docs menu
then you would at least be able to work out what was run

Available on this page - http://www.mlin.net/misc.shtml
Direct download link - http://www.mlin.net/files/RdocEx.exe

Hope this will help.
