Formatting blank cd

How do I format a blank cd as an mp3 format disk??

You don't. MP3 is a file format, not a CD format. You convert your audio
files to MP3 format and then save them to a CD (or whatever).

What are you actually trying to achieve, and what is the problem you are
running into?

As Jeff said, there is no formatting involved.

1. Open burning program

2. Tell it you want to make a data disc

3. Drag or otherwise get the MP3s to the burning program window just
as you normally would.

4. Close the disc after writing.
