Windows Explorer unable to create New Folders or Files...

Hi all,




The "New Folder" and "New File" menu items are completely
missing from my Windowes Explorer (using Win98, SE). Also,
right-clicking in Windows Explorer doesn't give me the
options to rename a file, or to create a new foler/file...




What shall I do?
