When I click onto the next link, the window is minimized
as a bar. I have to maximize it by clicking on the center
box. How do I undo this extra step in browsing?

This is an IE problem, not a Win98 problem so try this:
The "bar" is a small window.
Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
