Windsock error

Does anyone know how to fix a Windows 98 "Windsock
Error"...I do not know too much about computers and would
like some help as to where I can go to find the necessary
information...thank you.

Please give the exact error message word for word, when it occurs, and what you are
doing when it occurs. Also, what programs are open at the time?
