Just recently when trying to launch Office from "New
Office Document" in start menu, nothing happens. Using
CTRL>ALT>DEL the list indicates that the "osa is not
responding". What is OSA and what keeps it from
responding?

This also happened when downloading a pdf file.

OSA is the "Office Startup Assistant" that is supposed to speed up the
launching of Microsoft Office applications.

I consider it to be totally dispensable and always remove it from the
Startup group when I am cleaning up a system.
