Does anyone have any thoughts as to why Disk Defrag only works in Safe Mode
on my PC? Is there some registry setting I can change?

I have the same problem and have learnt to live with it. The only
problem is the icons get mixed up, but if you download icon restore, it
is only a mouse click to restore them, available at:

Also the ME defrag is a superior product, available at:

What happens when you try running it in unsafe mode?

And have you tried these?

This is because of the application running in your System Tray, which is
continusly accessing your Disk and intruppting the Defrag. You should close
all of them before running Disk Defrag in Normal mode. Also press
CTRL+ALT+DEL key once and task all the program except Explorer and SysTray.
