Toolbar on Taskbar

I have set my Desktop as Toolbar on Taskbar near System Tray.

1- If I close this toolbar it comes back on restart.
2- If I arrange items on this toolbar they change at will on restart.

System is clean with updated AVG, S&D, Adware etc.

Works like Start menu, easy reach to items rather than minimizing all
windows.

Say what the problem is using clear words.
What do you want to do and how are you doing it now?
A way to arrange items is rename them with a number prefix.
