All XP CD's are bootable - and all will offer to reformat the hard drive for
you on use.
If you have an XP CD that is not bootable, it is NOT a legal copy of XP

I have another question i have a partioned drive on my new pc that has xp
home edition on it if i format that will it also format the partition? i boot
from c and the partition D is a factory restore partition (I got rescue disks
but no copy of XP home.) but if i need to reformat can I do it as a normal
format?

As well as Noel's answer is your machine capable of running XP does it
meet the specs for XP.

No, don't format before installing, instead do that from the XP CD as part
of the install. If you format from a Win Me boot floppy you will be using
FAT32 whereas from the XP CD you will have the choice of FAT32 or NTFS
filing systems.

As has already been posted you don't need an XP Boot Disk. All XP CDs are
bootable and you will be able to format your system as part of the XP
install.

Sorry i got the boot disk point, my other point was the machine i use at the
moment has a partioned hard drive C and D how do i get rid of the partition
D? if i format c will it do both? (D which has a system restore to enable the
original factory settings) or if format c and use the xp disc will it
overwrite the D partion?

I can't remember exact details, sorry, but you should be able to delete
unwanted partitions as part of the install. If not just delete C, format
and install XP and then with XP running, you can delete D, recreate and
format using Start | Run and enter diskmgmt.msc and click OK. You should
find the steps required to delete D and then recreate and format fairly
intuitive.

I see you have answers from Mike but I'll tell you my experience.
My machine came with XP pre-installed but due to a few problems I decided
to put my own retail copy of XP on, it also had the D partition with the
factory recovery image. My thinking was that after booting from the XP CD,
formatting and clean installing would wipe out that partition also, it
didn't but as it only takes up a small amount of space on an 80 GB drive I
left things as they were and don't have any problems.
