There is a "Net Watcher" app included with Win98se. I don't know if it will provide an icon or not but you could try that. It may not install by default so you may have to install it to find out.
CP>Add Remove Prog>Windows Setup and make sure Net Watcher is selected in System Tools.
Please post back if this give you the sys tray icon.
