Blue screen of death

I have asked a couple of new techies if they know why my
screen turns blue with and error message.
It has happened a few times. I have notice that it also
happens when it also happenes when I run Norton.
I would appreciate any help I can get.

>Is the error message"INPUT SIGNAL OUT OF REACH?"If so it
could be a fault on the graphics/video card.Having this
problem quite frequently nad this is the advice given.
