change language displayed on desktop

How do I change the language that is displayed on my
desktop and Microsoft IE from spanish back to English?
Since I do not read or speak spanish, I can't even find
the answer in help. I have windows 98.

Are all notices/messages also in Spanish? If so, it sounds like you have
installed software that has replaced your English files with Spanish files
and if this is the case, you have to completely reinstall the English
version of Windows and all software.
