can someone plse help me. i hve a slight problem with my pc. i am running
win98se the problem is that when i try to go into my computer to open up on
properties nothing happens. this also happens on network neighborhood as
well.

i have tryed to go into my control panel to open up the sounds panel ( just
to see if it was a program issue ) but once again nothing not to sure what
is going on. when i try to shut down or restart once again nothing.

so if anyone has had this problem or knows what is going on yr help will be
appreciated.

Assuming you've gone through the normal maint. routine the next question
would be can you open these things in safe mode? (Well, that's what I'd ask
at any rate.) Reboot, pound the snot out of the F8 key until the startup
menu appears (if you don't have it set to load by default) and select safe
mode. Do the things open in there? If so then you might want to take a look
here and see about getting your PC cleaned up from malware:

The Properties you speak of are both items in Control Panel. "My
Computer, Properties" is "Control Panel, System". "Network Neighborhood,
Properties" is "Control Panel, Network". Therefore, better investigate
your Control Panel...

(1) Is "NoSetFolders" found in the following Registry key? Then, delete
it, or modify it to all zeros...

"START button, Run, RegEdit", & navigate to...

HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Policies\Exp
lorer

That is,
(a) Click plus signs, beginning at "HKEY_CURRENT_USER" & ending with
"Policies".
(b) Click "Explorer" in the left pane, & look in the right pane.
(c) R-Clk "NoSetFolders", if there, in the R-pane, & select "Modify".
(d) Change it to zeroes: 00 00 00 00.
(R-Arrow to left of "01", use delete key, type "00".)
(e) Exit, & it may be necessary to reboot.

WARNING: Do not get carried away in the Registry. It is very important
to the proper functioning of Windows. Muss it badly, & you must boot to
DOS & "Scanreg /Restore". Then, choose the date of the last successful
boot from the five offered.

Right-click the right pane and select New, Binary Value, & name it:

NoClose To disable Shut Down.
NoFavoritesMenu To remove Favorites.
NoFileMenu To remove the File Menu in Explorer.
NoFind To remove Find.
NoLogOff To remove Log Off.
NoRecentDocsHistory To disable the Documents compilation process.
NoRecentDocsMenu To remove Documents.
NoRun To remove Run.
NoSaveSettings To prevent some few settings getting saved to the
Registry.
NoSetFolders To disable Control Panel and Printer folders.
NoTrayContextMenu To disable Taskbar context menu.
NoViewContextMenu To disable (all?) context menus.

Double-click the new entry, select modify, and add this value: 01 00 00
00.
To reverse the action, change the value to: 00 00 00 00

That is old enough (Win98SE) never to have been modified by an update.
So, extract it with SFC.

(1) "START, Run, SFC"
(2) Bolt "Extract one file from installation disk"
(3) Enter "RUNDLL32.EXE" in the "Specify..." box.
(4) Click "Start". It should offer to "Save file in C:\WINDOWS".
If not, make it so.
(5) In "Restore from", if not already pre-filled, browse to
(a) Installation CD (likely the Win98 folder) or
(b) The folder that has your cabs on the hard drive, likely
"C:\WINDOWS\options\cabs\".
(5) Click "OK"

If it discovers the file already exists, it will offer to back it up.
May as well do so. If it discovers the file is "in use", it will request
that you reboot to complete the install.
