Can I reload my 98 OS and still have access to my old programs?
I assume that I'd need to save my current Registry and then restore it??

If you install W98 over the top of the existing system (generally does not
fix anything and may cause more problems), you can use your programs. If
you install to a clean hard drive, you must reinstall the programs.
Restoring your registry would not work as there would be program files
missing.

Can you please give me a short explanation to "generally does not......" and
"....there would be program files missing."
Don't bother going into details, just a short summary please.

What about installing to a separate "WINDOWSB" folder on the same partition?

I'm pretty dense. How would I go about doing that?
And how would that interact with my other programs?

The only advantage of doing an install to a folder named other than Windows
is that you do not have to back up anything in the Windows folder that you
might need. You can do the installation and then move the data from Windows
to whatever the name is of the new folder you installed the system in. This
type of installation also requires the reinstallation of your software.

When you install W98 over an existing installation, it often times does not
fix whatever it is you are trying to fix. Instead, the result is often
mixed versions of files which cause other problems. When you are installing
to a clean partition, it is just like starting over anew. You cannot
restore a registry and expect other programs to work since none of their
files will be available. On a clean install, you must reinstall programs.
