Windows 98 Frezzes at windows logo

Can anyone help with this? Windows 98 hangs at the Windows
98 logo at startup. I can start the machine in safe mode
but when I attempt to start it up normally the system
hangs. How do I get around this?
My last resort is to reload the operating system I am
trying to avoid that.
