I have tried to transfer photos from my digital camera to
my computer, but keep getting a fatal exception message.

It reads ' A fatal exception OE has occurred at
0028:FF054203 in VXD USBSTOR(01) + 0000163'.

Does anybody have any ideas on how to rectify this?

It appears you have a problem with your USB Mass Storage Device Driver.
Is the camera a new device or has it been installed/working? If new, does your BIOS
and/or OS support it? Are there any conflicts in Device Manager for the device?
Try updating the driver obtained from the manufacturers site per their instructions.
Start up in Safe Mode and remove any/all instances for USB devices/controllers,
reboot and they will be redetected. Reinstall per manufacturers instructions.
