Network Busy Error message

I had to reinstall windows98 on my PC. Since Ive done
that, I have access to the internet & seem to get to all
my old website except hotmail. I can get to the page to
log in but then it times out or says network busy. This
has been going on for 2 weeks. I called a friend & had
them try it from their PC & they were able to log into my
hotmail account. I have another PC that has ME on it & it
does the same thing. I thought I need to download the 128
bit encryption so I did that but still can log into my
hotmail account.
