You might try P2Set-Time
http://p-squared.com/SetTime.htm
I wouldn't trust an atomic clock.
I have one in my kitchen that works
most of the time, but every so often
it goes haywire and I have to
wait a few hours for it to correct
itself. I would assume that it would
be the same problem if it were somehow
connected into the computer.
Others may have different experiences.

You need some help to sync the system clock with an atomic clock--here is a
freebie program and there are many more (look with Google search) if it is
not suitable:

Tiny. Only 9k. Configurable Pre-Set time server list that your
favorite serve rcan be added to.
I use a little vb script that launches it along with my DUN. Option to
automaticslly exit after time has been synched.
