My Windows 98SE caption buttons scramble.

It effects all caption and control buttons in all programs. They become
unrecognizable as they turn multiple colors. The only way to correct the
problem is to restart. A restart temorarily solves the problem. I have been
unable to determine at what point the scrambling actually occurs.

1. Delete Temporary Internet Files (TIF), accepting the option to delete all
offline content.

2. Increase Icon Cache Size

had similar problem once ...after awhile color "blotches" were randomly
showing on certain buttons.

ended up pushing the video card back in firmly and by-by blotches...

check that your video card is securely "seated" on the motherboard and
correct drivers are in use

This also might be a font problem although I have not heard of the color
symptom before. Check this out if other recommendations don't pan out:
