On the limited information provided, this sounds like an ISP restriction,
not a Windows problem.

On your dial up connection settings page, Coneection tab check if the idle
disconnect setting is checked, for some reason the connection is considered
idle if you dont type anything, or move the mouse, not if there is no data
transfer
