While using 2 different webdesign software packages, I keep getting this
message. Anybody know what this error message means?

It would help if you were to say what the actual error message is that you
are seeing. From the subject of your post I have to assume it involves
the file msvcr70.dll but you give no details as to the error in your
message. msvcr70.dll is the Microsoft C Runtime library and is
distributed as part of Visual Studio .NET and the .NET framework as well
as other products.

See http://msdn.microsoft.com/visualc/productinfo/sysreq.asp where you will
see the system requirements for Visual C++.net which does not include Win Me
or any other Win9x operating system. :-(
