I created Shortcuts for some of the Start Menu~Program items e.g. F9 for
Volume Control. These were working fine until now. May be installing
E-Icons program to change my windows icons, not sure though. How can I get
them back to work?

I recreated them and they start working but after restarting PC they are
gone. It is also important that these are displaying in properties window.

One more thing I also want to have E-Icons even its really the culprit.

suggests that you have created some "Hot Keys" to activate certain
functions.
I am unfamilar with your E-Icons program, and do not know if it is
interfering.
You will have to experiment to resolve this issue.
