My computer is a WINME and I can't access the Safe Mode to delete a dll file.
Pressing [F8] gives displays a boot up in either External drives, Hard drive,
or by CD while [Delete] gives me the system bios. Is there a way I can access
the Safe Mode or no?

Hi,
You need to hit F8 or Ctrl or F5 (some Compaqs) repeatedly so that you hit
it at the right time.

Or you can make the startup menu appear from MSCONFIG. See:

If neither Heather or Don's advice helps you get to Safe Mode, boot to
Normal mode and open MSConfig (Start, Run enter MSConfig and click OK),
open the General tab and then click Advanced and you will find there the
option "Enable Startup Menu". Check this, OK out. close MSConfig and
reboot. You should now be presented the boot menu from which you can now
choose to boot to Safe Mode.

And if all the other remedies don't work, then try this very handy
context menu extension.

http://www.hozt.net/removeonreboot_setup.exe

It will add an extra menu item to the right-click context menu when you
right click on a file name in Explorer. This will mark the file to be
removed on the next reboot before it 'locked'.
