I edited the system.ini file to get the program manager to
launch,used the msconfig and got to the restore system
button. When I hit this a blank system restore dialog box
appears and that is all. I tried to run the restore in DOS
but it told me it could not run in DOS. Is the scanreg my
next option?

Given the problems you were seeing I feel SCANREG /RESTORE should have
been attempted prior to using system restore but it is not too late and I
would certainly recommend you now do so.

Boot to DOS using a boot floppy and at the DOS prompt enter:
SCANREG /RESTORE
and of the five dates offered selected the one immediately prior to when
the problems started.

PS It would assist those trying to help if you could try and stick to the
original thread you started rather than starting a new one.

it run and restart the machine?

Yes

Yes, although I think that you will have to restart the PC yourself
(remember to remove the floppy disk first) as I don't think scanreg will
do this for you.

Best of luck, here's hoping scanreg /restore is all that is needed to fix
the problem.

If from your message I'm to understand that having run scanreg /restore
you are now able to boot into Win Me and not longer getting stuck at a
blank desktop. If so then well done. A result!. If not please post back
to this thread and we will try and take the problem forward.
