Is it possible to download Microsoft Photo Editor and use it on my ME
machine.

It was not pre-installed on my home ME machine, though I have always had it
at work on 95, 98, & XP machines.

any reason why it is not on ME ?

It is not a separate download. It is a component of the MS Office Suite, Office 97 ~ Office
XP.

However, it is really old and is not that good.

Get real graphics editor such as; Paint Shop Pro, Adobe PhotoShop or Adobe PhotoShop
Elements.

I use Irfan view to process my digital photos, it's a great proggie :-o)

IrfanView and PhotoFiltre are both seperate downloads and are both free.
IMO IrfanView is the best "viewer" and PhotoFiltre the best "editor".
