You do not need that file to set a background for folders. You can simply
r-click on an empty portion of the folder and select "customize folder".

I had once found a file in the Windows or System folders that would allow me
to change the background of individual folders. Can anyone tell me what that
file name was and would it be possible to use it in newer OS versions?

I think you are referring to desktop.ini. As far as it working in new
systems, post your question in the system you want to know about.
