My mouse (logitech optical mouse) and keyboard randomly freeze. I check the
device manager and the mouse has disappeared from the hardware list. Next to
usb human interface in the list there is a red x, usually it has a green
question mark.

The mouse works briefly if I click refresh in the device manager. It works
longer if I reboot.

Tech support wants me to reinstall windows, maybe someone out there knows
more than Dell tech support???

Try this
Reboot to Safe Mode (you'll probably need to use a PS2 mouse for this, or an
adapter on your USB mouse)
Open Device Manager
Remove ALL USB devices
Remove ALL Mouse devices
Remove ALL USB Host Controllers
Remove ALL error-flagged devices
Reboot to Normal Mode - Windows will reinstall required drivers, hopefully
curing your problem.
