How do you password protect your C drive, so that others
cannot bypass the need for entering a password by
clicking "cancel" in the password window? This is flaky,
but if you follow the instructions in "Help" for password
protecting your C drive, then restart your computer, you
get a window prompting you to enter your password, but --
if you click the "cancel" button, your C drive opens
anyway, without any need to enter a password at all! Not
very secure! Any suggestions? Thank you!

That feature is not really for security. You can put a password in
the BIOS that will prevent booting the machine. To get to the BIOS
you should see a message to enter a key like F1 or the <del> key to
enter Setup shortly after the boot starts.

If you do create a BIOS password write it down and put it in 5
different places so you don't lose it !!!

Another way is to take the power cord with you.

The Win9X series of OS's do not have any security built in that will
do what you wish.
One option is to set a BIOS level password that will prevent
unauthorised use of your PC.

Click "Security" and then "Prevent Unauthorized Users from accessing your
computer." As an alternative, your BIOS may have password protection for
startup.
