upgrade to win98se from win98

i want to upgrade my system to windows98 second edition,
when i tried to setup win98 se on my system it displayed
error message that can not upgrade to win98se from win98.
please suggest some tips, because i don't want to re-setup
all my programs.

The most likely cause is that you tried to update with an OEM CD. This was
designed for a clean install.
