You haven't been precise in your report. Did something go wrong with the
procedure, or did the procedure work-- but the problem remains?
Anyway...

"START, Find, F/F, WINDOWS.CHM". R-Clk it, & select Properties. Does it
look like this (Win98SE)...

Type: Compiled HTML Help file
Loc: C:\WINDOWS\HELP
Size: 570,136 bytes
Created: (unknown)
Mod: Friday, April 23, 1999 10:22:00 PM
Attributes: None checked but Archive.

I get that error message on occasion too. My computer is
weird! Sometimes it accesses Windows Help, sometimes not.
During the time that it absolutely would NOT ever access
Help, I located the file in windows.chm by conducting a
"search".... and I put a copy of it at the top of my tree.

Now, when Win98 can't find Help for me, I know how to find
it fast.
